Y ese es el problema: España ha culminado su dejación de responsabilidades en el Sahara, ha claudicado ante Marruecos, pero es incapaz de decirlo claramente y de anular o denunciar explícitamente los acuerdos de la ONU para la descolonización del Sahara, que pasaban por un referéndum de autodeterminación, según la moda política de las relaciones internacionales de 1975.

Treinta y cinco años son tiempo suficiente para que cambien radicalmente las condiciones de un referéndum, especialmente por la creciente y pujante ocupación del territorio śaharaui por población marroquí procedente del norte, que escapa así de la pobreza y la falta de oportunidades de sus lugares de origen. Como ha destacado mi colega y amigo, José Abu-Tarbush, en Tendencias-21, ganar tiempo favorece al más fuerte: Marruecos. Por eso, no es previsible cambios ni soluciones a corto plazo del conflicto.
España, la democracia española, una vez más, no quiere arreglar el marrón que la dictadura de Franco le dejó en el Sahara. La vergonzosa salida del ejército y de la administración colonial española en 1975 fue la respuesta a una ridícula "marcha verde" organizada por Hassan II, padre del actual Mohamed VI, monarca dictador de Marruecos amparado y protegido por Francia y Estados Unidos. Si en Canarias teníamos alguna duda, supimos entonces que el ejército español estaba para "asuntos internos", para amedrentar a la población por si se le ocurría levantarse a pedir "libertad y amnistía" y democracia.
Quizás para olvidar este vergonzoso incidente, los gobiernos democráticos españoles, centristas, socialistas y de derechas, han hecho exactamente lo mismo: el avestruz. Un disfraz muy apropiado para el desierto, para camuflarse y tratar de "hacerse el sueco". Si no fuera por la ciudadanía española e internacional que apoya a los saharauis, que esta vez no son los refugiados que llevan 35 años en Tinduf, el gobierno español de ZP seguiría intentando que creyésemos que este es un "asunto interno" de Marruecos, como si fuera una rebelión en Casablanca u otro lugar.
Hay que repetir constantemente que Sahara NO es Marruecos, que es un territorio ocupado por la fuerza y mantenido por la fuerza en la ya supervigilada dictadura de Mohamed VI. Y la población que allí vivía hace 35 años ha seguido su existencia, supervivencia y reproducción en dos lugares: dentro del Sahara y fuera del Sahara, en Tinduf (Argelia). Pero ambos núcleos de población saharaui malviven y sobreviven en condiciones bastante deplorables.
Esta vez han sido los de dentro del Sahara quienes se han levantado pidiendo mejoras en sus condiciones de vida al gobierno marroquí: casas, empleo, educación, sanidad... Lo normal, lo básico. Pero la respuesta ha sido la misma que si hubieran pedido independencia y el referendum: violencia, detenciones, terror, tortura... y silencio informativo, opacidad, fuera cámaras y prensa extranjera. Como suelen hacer las dictaduras, Marruecos pretendía monopolizar la fuente de informaciones para tergiversar a gusto y que la propia sociedad marroquí no se enterase de lo que estaba sucediendo.
Lo que me avergüenza moralmente hablando es que Rubalcaba acepte estas explicaciones unilaterales, no presione a favor de la libertad de información y de derechos humanos que están siendo violados impunemente y, para colmo, espera que le creamos. Pone en juego hasta su alta credibilidad como político en un gobierno, el de ZP, en horas muy bajas y del que todos desconfiamos a estas alturas de la legislatura. De Trinidad Jiménez espero cualquier cosa, incluso la mentira tan gorda de que son dos las partes. No, señora Jiménez, Ministra de Exteriores del Reino de España, las partes son tres: Sahara, España y Marruecos.
Marruecos está ganando la batalla del Sahara. De eso cabe muy poca duda a poco que se mantenga una postura distante e informada. Pepe Alemán señalaba el peligro de que se radicalicen los saharauis y Marruecos aproveche para incluirlos en las listas internacionales de "terroristas". Algunas voces hablan de "guerra civil" y entendemos que se refiere al interior del Sahara, entre los 'autóctonos' y los 'ocupantes' más su descendencia 'criolla', entre marroquíes que viven en el Sahara y saharahuis con pasaporte o papeles marroquíes, que también viven allí y, además, son discriminados como etnia en cuanto a derechos de ciudadanía.
Marruecos ejerce en el Sahara como potencia colonial sin que se haya producido el correspondiente traslado de competencias por parte de la administración colonial española. Pero parece que este "pequeño detalle" se le ha olvidado a nuestro gobierno.
