    Resaca del Día de Internet

    Lo de que no había mucho que celebrar en el Día de Internet en España, parece que no lo pienso yo solamente. Leo en El Navegante que Emilio Ontiveros dice lo mismo y le dice al Gobierno que "den ejemplo y se apliquen el cuento". Cosa que también suscribo, no sólo para el Gobierno central sino, especialmente, para el autonómico.

    Por otro lado, en los comentarios al artículo mío de ayer en CanariasAhora.com, alguien que firma "el ojo", comenta que "internet es información" y dice:

    "Hay un problema de raíz, creo: la brecha digital apunta a que no se usan las nuevas tecnologías para buscar información, por falta de infraestructuras o de conocimientos sobre nuevas tecnologías.
    Pero quizás en Canarias haya que hablar de cierto analfabetismo a secas, no de analfabetismo digital.
    Es decir, no es que no se use internet para buscar información. Es que no se busca información, simplemente. Una prueba de ello es la pésima calidad de los periódicos de máxima tirada en el archipiélago. Si la (poca) gente que lee periódicos lee esas mierdas, ¿qué le va a interesar a la gente que no lee periódicos?. Lo mismo se puede aplicar a la radio: si el carcundio de willi garcía sigue lider de la mañana en Tenerife, con sus comentarios xenófobos, machistas, nacionalpopulacheros y demás...
    ¡¿de qué información estamos hablando?!"

    Este analfabetismo a secas que señala "el ojo" no parece ser compartido por la Consejera de Industria, Comercio y Nuevas Tecnologías del Gobierno de Canarias, doña Marisa Tejedor, pues, en una conferencia impartida con motivo del Día de Internet, dijo que "Canarias ya navega en 'la tercera ola tecnológica'". La tal "tercera ola" tecnológica, que está por llegar al resto del mundo pero que en Canarias ya navegamos en ella, no se sabe bien en qué consiste. Dijo Tejedor que la primera ola fue "la que nos llevó de la mano del fenómeno Internet y la segunda la que trató de dar un primer impulso a la Sociedad de la Información y las nuevas tecnologías". ¿Y la tercera? Ni idea...

    Otra cosa destacada por la Consejera y que merece desmentido es su afirmación de que "Canarias lidere el ranking español en cuanto al uso del comercio electrónico por las empresas, según los datos del INE; pues casi la mitad de los negocios que residen en las Islas utilizan este canal para realizar sus transacciones comerciales, ya que les permite superar los límites geográficos que impone estar en un archipiélago."

    Sepa la señora Consejera que el INE hace sus encuestas a empresas de 10 y más trabajadores, cosa que deja fuera de la muestra a más del 60% de las empresas canarias. Lo mismo sucede con la encuesta del ISTAC también dirigida a empresas canarias de 10 y más empleados. Por lo tanto, ese maravilloso liderazgo (en ATI-CC les encanta eso de ser líderes y pioneros) afecta a pocas empresas de Canarias: a 1 de cada 3 como mucho. De las otras 2 de cada 3 no sabemos nada, pero nos tememos que, a lo sumo, tienen un ordenador como sustituto de la máquina de escribir y muy poca conexión a Internet.

    En Canarias no sólo no hay nada que celebrar, sino que nos tememos que no va a haber tampoco nada que celebrar el año que viene, pues los planes del Gobierno para este área son tan etéreos y vagos que equivalen, prácticamente, a la nada. En la Declaración de principios para construir la sociedad de la información del Gobierno de Canarias, expuesta por la Consejera y recogida en todos los medios de comunicación canarios, se habla de "deseo y compromiso" de "construir una Sociedad de la Información centrada en la persona, integradora y orientada al desarrollo, en que todos puedan crear, consultar, utilizar y compartir la información y el conocimiento, para que las personas, las comunidades y los pueblos puedan emplear plena y responsablemente sus posibilidades en la promoción de su desarrollo sostenible y en la mejora de su calidad de vida." Humo puro, pues, además, no se anuncia ni un solo euro para tan loables fines y, menos aún, algún plan de actuaciones al respecto.

    Señal de que la cosa está en el terreno de la metafísica política, son las recomendaciones que hace la Consejera a los canarios para que aprendamos a usar “los nuevos barcos que la tecnología ha puesto en nuestras manos y naveguemos por el nuevo océano que se presenta ante nosotros, no ya como una barrera física sino como un canal real para evitar los perjuicios del aislamiento, sin perder las ventajas que nos da vivir en este magnífico Archipiélago”.

    ¿Magnífico? ¿Dónde está la magnificencia? ¿En los dos tercios excluidos de las redes? ¿En las tasas de fracaso escolar más altas de España? ¿En el empleo más precario y los salarios más bajos de toda España? ¿En el nivel de desafección ciudadana de los canarios respecto a sus gobernantes? Sospechamos que debe estar en los magníficos negocios que se cuecen alrededor del gas y del puerto de Granadilla -adiós a las playas del Médano-, en la destrucción sistemática del medio natural producida por la inacabable urbanización de las islas y en el famoso NAP del Cabildo de Tenerife, porque no hay duda de que, para unos pocos, la situación de (los negocios en) Canarias es magnífica.

    Sólo nos resta esperar que al frente de esos barcos de la tecnología y ese nuevo océano no pongan a Arnáiz, ahora sin empleo y al que tendrán que acomodar en alguna parte.

    Me parece interesante lo del contenido, fue uno de los puntos que se me quedaron en el tintero en la jornada del software libre de la ULPGC, hablando de la penetración de las nuevas tecnologías en Canarias. Si no hay contenidos de interés en la Red para el canario medio ¿qué valor añadido tiene el acceso? Además de los periódicos regionales digitales (esto es: Canarias Ahora y C7) ¿qué otros sitios tenemos de obligada visita?

    Al hablar de comercio electrónico, creo que la señora Tejedor debería definir "transacciones comerciales". Si se refiere a dar información sobre productos y servicios, aún pase. Si se refiere a ventas por Internet, pues como que no. Contadas con los dedos de las manos, y aún me sobran. Y si se refiere al uso de correo electrónico para contactar con clientes y proveedores, pues bueno, como que sí pero limitarse a ese uso no es para echarse flores.

    Y sobre contenidos de interés.... buf, creo que podemos usar los dedos de la mano sobrantes. Quitando blogs y sitios sobre turismo, se me quedan muy poquitos: Memoria Digital de Canarias, Bienmesabe, FotografienCanarias, Memoria Insular, Letras Canarias, Las Palmas Tonight.... Que CanaryNet, con los recursos que se le dedican, siga teniendo la agenda cultural más completa de las islas desde hace años es algo que me llena a la vez de orgullo y preocupación.
